For new drugs aimed at unsolved serious diseases, clinical research is no longer enough. Medical communities and lawmakers are demanding that pre-market therapeutics be made available for patients and doctors who may seek exploratory treatment. FDA-authorized Expanded Access Programs (EAPs) are special “treatment-use” clinical trials for groups of patients who cannot get into regular clinical trials.
