Director, Federal Government Relations
Julia McNerney serves as the Director of Federal Government Relations for the California Life Sciences Association (CLSA). Prior to joining CLSA, Julia was a Visiting Fellow at the Center for Strategic and International Studies (CSIS) for the William E. Simon Chair of Political Economy focusing on international trade, innovation policy and workforce development issues for the Affirming American Leadership Trade Commission. Before returning to DC, Julia worked for three years on the west coast at Amgen Inc’s California headquarters. During her tenure, she held several positions of increasing responsibility, ultimately serving as Senior Manager for their Predict & Prevent campaign, where she managed cross-functional collaboration and was responsible for planning and executing large multifaceted projects. The goal of the campaign was to build a healthcare system that intervenes early to improve patient outcomes, lower health system costs, and improve quality of life. Before joining the private sector, Julia served in the Obama Administration at the U.S. Department of Commerce focusing on international trade policy and private sector engagement. During her time at Commerce, Julia worked directly with the Executive inter-agency, in addition to Members of Congress and staff, to further the Administration’s policy agenda. In addition, Julia has worked in the Senate Foreign Relations Committee under then Chairman Senator John Kerry (D-MA), and in the office of Senator Michael Bennet (D-CO). Julia holds a Master’s degree in International Studies from the University of Denver, a Bachelor’s degree in International Studies from the University of Wisconsin-Madison, and a CORe program credential from Harvard Business School.
